The City of Goshen, Indiana recently selected Soil and Materials Engineers, Inc. (SME) to provide brownfield consulting services related to the management of a $200,000 U.S. EPA Hazardous Substances Cleanup Grant for environmental cleanup of the Street Department/Former Rieth-Riley Construction Company property. The 6.7 acre site is adjacent to the Goshen Mill Race Canal and is part of an old industrial corridor in Goshen that is being redeveloped into a mixed-use development known as the River Race project.
SME will conduct additional contaminant delineation assessments; provide technical assistance and support for managing the grant, designing and overseeing cleanup activities, and reporting; perform remediation verification testing; and provide geotechnical engineering services to assist in evaluating constructability issues at the site. SME is responsible for preparing a Community Involvement Plan (CIP), conducting a geotechnical evaluation, developing a Remediation Work Plan and project specifications, assisting the City of Goshen with bidding and remediation contractor selection, providing on-site monitoring during remediation and structure demolition activities, preparing a Remediation Completion Report, and assisting the City with financial oversight and cost tracking for remediation activities.
