Former Mosaic Tile Redevelopment

SME has provided long‑term environmental and geotechnical consulting services for the redevelopment of the former Mosaic Tile property in Zanesville, Ohio. The approximately 15‑acre site, historically used for ceramic tile manufacturing, required extensive environmental due diligence, regulatory coordination, and remediation planning.

SME began supporting this site in 2017 and has worked alongside the MCLRC through multiple phases of investigation, assessment, grant support, and remediation planning. The property is currently being redeveloped into the new Muskingum County jail facility.

Services Provided

  • Voluntary Action Program (VAP)–compliant Phase I Property Assessment
  • VAP‑compliant Phase II Property Assessment
  • Hazardous Materials Site Assessment and asbestos evaluation
  • Preparation of Sampling and Analysis Plans (SAPs) and remedial documentation
  • Preparation of a Remedial Action Plan (RAP) in support of ODOD Brownfield Remediation Program funding
  • Soil and groundwater evaluation to support No Further Action (NFA) documentation
  • Ongoing environmental and geotechnical consulting during active redevelopment
  • Coordination with County staff, regulators, and the prime consultant team

Results and Current Status

Based on SME’s investigations and evaluations, the site was determined to be suitable for redevelopment with appropriate engineering controls, and No Further Action was recommended relative to subsurface investigation or remediation for commercial or industrial reuse.

The project remains active, with SME providing ongoing consulting support as the County advances construction of the new jail facility. The Mosaic Tile redevelopment was recognized with the 2025 Ohio Land Bank Association Project of the Year Award, highlighting the successful transformation of a complex brownfield site into a critical public facility.
