SME supported the Okemos Public School’s (OPS) Municipal Separate Storm Sewer System (MS4) storm water discharge permit. Recognizing the importance of maintaining compliance with state and federal storm water regulations, OPS sought SME’s expertise to help navigate evolving requirements and ensure that all necessary documentation and reporting were up to date. Our work began with a thorough review of the district’s MS4 permit obligations and recent correspondence from the Michigan Department of Environment, Great Lakes, and Energy (EGLE), focusing on key compliance activities such as dry weather screening, storm water discharge sampling for Total Maximum Daily Loads (TMDLs), and strategies for public participation. We initiated the process of completing the required progress report through the MiEnviro Portal, identifying missing information and coordinating with OPS to address gaps.

SME assisted with compliance activities designed to help OPS maintain its permit obligations. This included the successful reissuance of the NPDES permit, preparation and submittal of the annual Progress Report, and ongoing post-submittal responses to requests from EGLE.
SME organized meetings to review progress and update compliance schedules, and our technical team conducted both wet and dry weather screenings of district outfalls and discharge points. Storm water samples were collected for laboratory analysis, and observations identified potential illicit discharges.

SME provided training for OPS staff, covering storm water awareness, inspection procedures, and facility maintenance. SME also assisted with the district’s annual storm water newsletter, ensuring that key stakeholders are informed and engaged in storm water management efforts. SME has maintained clear communication with Okemos Public Schools, delivering updates and electronic copies of all reports to the designated administrative contact. Our collaborative and responsive approach has helped the district fulfill its regulatory responsibilities efficiently and effectively, supporting Okemos Public Schools in their ongoing commitment to environmental stewardship and regulatory compliance.
